|Because autonomous powers (powers without a controlling player and thus computer controlled only) have very limited activities, player controlled powers have a limited number of possible interactions with their autonomous allies.
One of the possible uses of an autonomous ally is as a resource source. Since any power may load resources from a world controlled by an ally, a player may load resources from an autonomous ally and move them to a world the player controls. This not only allows the player use of extra resources, but will inhibit the development of the autonomous power. Since any autonomous power may eventually become a player controlled power, delaying the development of the power not only delays future players from being assigned that power, but will reduce the effectiveness of the power once it is assigned.
One note of caution; however. Most players will not tolerate being 'milked' of resources by a supposed ally for long. If the power you are stealing resources from is or becomes player controlled, expect trouble if you continue to take their resources without adequate diplomatic arrangements.
